இவ்வருட ரமழான் மாதத்தில் முஸ்லிம்களுக்கு இலவசமாக விநியோகிப்பதற்காக முஸ்லிம் சமய பண்பாட்டலுவல்கள் திணைக்களத்தில் பதிவு செய்யப்பட்டுள்ள பள்ளிவாசல், அரபுக் கல்லூரி மற்றும் Trust அல்லது அரச நிறுவனங்களில் பதிவு செய்யப்பட்டுள்ள சமூக சேவக நிறுவனங்கள், ஆகியவற்றின் பெயரில் நன் கொடையாக கிடைக்கப் பெற்று வெளிநாடுகளிலிருந்து இறக்குமதி செய்யப்படுகின்ற பேரித்தப்பழங்களுக்ககான வரிச்சலுகை 2007 ஆம் ஆண்டின் 48 ஆம் இலக்க விஷேட வியாபாரப் பண்ட அறவீட்டுச் சட்டத்தின் பிரிவு 2 இன் உப பிரிவு (3) இன் ஏற்பாடுகளுக்குட்பட்டு 2026 சனவரி 01 முதல் 2026 மார்ச் 20 வரையான காலப்பகுதிக்கு மாத்திரம் அரசினால் வழங்க தீர்மானிக்கப்பட்டுள்ளது.![]()
எனவே, திணைக்களத்தில் சிபாரிசினை பெற கீழ் வரும் விடயங்களை கவனத்திற் கொள்வதுடன் தேவையான சகல ஆவணங்களையும் திணைக்களத்திற்கு சமர்ப்பித்தல் வேண்டும்.![]()

1. பேரித்தப்பழங்களுக்கான Bill of Lading பிரதி சமரப்பிக்கப்படல் வேண்டும்.![]()
2. Bill of Lading இல் பேரித்தப்பழம் பெறுனராக (Consignee) முஸ்லிம் சமய பண்பாட்டலுவல்கள் திணைக்களத்தில் பதிவு செய்யப்பட்டுள்ள பள்ளிவாசல், அரபுக் கல்லூரி மற்றும் Trust அல்லது அரச நிறுவனங்களில் பதிவு செய்யப்பட்டுள்ள சமூக சேவக நிறுவனங்கள் ஆகியவற்றின பெயர் குறிப்பிடப்படல் வேண்டும்.![]()
3. சமூக சேவக நிறுவனங்களின் (Organization / Association) பெயரில் கொண்டு வரப்படும் பேரித்தப்பழங்களுக்கு சத்தியக்கடதாசி (Affidavit) சமர்ப்பிக்கப்டல் வேண்டும். அதில் கட்டாயம் இலவசமாக கிடைக்கப் பெற்ற பேரித்தப்பழங்களை ஜமாத்தினருக்கு இலவசமாக வழங்குவதினை உறுதிப்படுத்துவதுடன், சமூக சேவக நிறுவனங்களின் (Organization / Association) பதிவுச் சான்றிதழ் பிரதி சமர்ப்பிக்கப்படல் வேண்டும்.![]()
4. தனிநபர் அல்லது நிறுவனத்தின் பெயர் காணப்படின் பேரித்தப்பழங்களை முஸ்லிம் சமய பண்பாட்டலுவல்கள் திணைக்களத்தில் பதிவு செய்யப்பட்டுள்ள பள்ளிவாசலுக்கு வழங்கி அப் பள்ளிவாசலினூடாக ஊர் ஜமாத்தினருக்கு நன்கொடையாக வழங்குவதனை உறுதிப்படுத்தும் கடித;ம்.![]()
5. தனிநபர் அல்லது நிறுவனத்தினால் பள்ளிவாசலுக்கு நன்கொடையாக வழங்கப்படும் பேரித்தப்பழங்களை ஊர் ஜமாத்தினருக்கு விநியோகிப்பதனை பள்ளிவாசல் தலைவர் அல்லது செயலாளரினால் உறுதிப்படுத்தும் கடிதம்.![]()
6. 2025 ஆம் ஆண்டில் இவ் வரிச்சலுகையினூடாக பேரித்தம் பழங்களை இறக்குமதி செய்தவர்களாயின், பேரித்தப்பழம் பெற்றுக் கொண்டவர்களின் கையொப்பங்கள் அடங்கிய விபரங்கள்.![]()
7. பேரித்தப்பழங்களுக்காக வழங்கப்படும் Bill of Lading இல் பேரித்தப்பழத்துடன் வேறு ஏதும் பொருட்கள் காணப்பட்டால் பேரித்தப்பழம் விடுவிப்பதற்கு தேவையான சிபாரிசுக் கடிதம் வழங்கப் படமாட்டாது.![]()
8. பேரித்தப்பழங்களுக்காக வழங்கப்படும் Bill of Lading இல் பேரித்தப்பழத்தின் அளவு கிலோகிராமில் (Kilogram) கூறப்படவில்லை எனின் திணைக்களத்திற்கு சமர்ப்பிக்கும் கடிதத்தில் பேரித்தப்பழத்தின் அளவு (கிலோகிராம்) குறிப்பிடல் வேண்டும்.![]()
9. பேரித்தப்பழங்களுக்காக வழங்கப்படும் Bill of Lading இல் பேரித்தப்பழம் என்று குறிப்பிடப்படாமல் காணப்பட்டால், சத்தியக்கடதாசி (Affidavit) சமர்ப்பிக்கப்படல் வேண்டும்.![]()
10. பள்ளிவாசலினால் பேரித்தப்பழங்கள் விநியோகிப்படும் நபர்கள் மற்றும் விநியோகிப்படும் அளவு சமபந்தமாக குறிப்பிடப்படும் ஆவணம்.![]()
11. பேரித்தப்பழங்களுக்கான வரிச் சலுகை பெறுவதற்கு திணைக்களத்தினால் ஒவ்வொறு மாவட்டங்களிலும் நியமிக்கப்பட்டுள்ள கள உத்தியோகத்தர்களின் சிபாரிசு கடிதம் சமர்ப்பிக்கபடல் வேண்டும். அதில் கட்டாயம்; கள உத்தியோகத்தரகளின்; கண்கானிப்பில் விநியோகிப்படுவதனையும் பேரித்தப்பழம் பெற்றுக் கொண்டவர்களின் பெயர் மற்றும் கையொப்பம் பெற்று அதன் மூலப் பிரதி திணைக்களத்திற்கு சமர்ப்பிக்கப்படுவதனையும் உறுதிப்படுத்தல் வேண்டும்.![]()
12. திணைக்களத்தினால் வழங்கப்படும் ஒப்பந்தப் படிவத்தில் பள்ளிவாசல் தலைவர் அல்லது செயலாளர் அல்லது பொருளாளர் கையொப்பம் மற்றும் கைநாட்டு இடல் வேண்டும். (தமது பதவி நிலையினை உறுதிப்படுத்தும் ஆவணம் சமரப்பிக்கப்படல் வேண்டும்) அல்லது அவர்களினால் அதிகாரம் வழங்கப்பட்ட நம்பிக்கையாளர் ஒருவரினால் கையொப்பம் மற்றும் கைநாட்டு இடல் வேண்டும். மேலும் இரண்டு நபர்களினால் சாட்சி கையொப்பமிடல் வேண்டும் அதில் ஒருவர் (Consignee) ஆக இருத்தல் வேண்டும்.![]()
13. மேல் குறிப்பிடப்பட்டுள்ள அனைவரினதும் அடையாள அட்டைகளின் பிரதிகள் சமர்ப்பிக்கப்படல் வேண்டும். ![]()

In a dedicated effort to alleviate the hardships faced by those affected by recent disasters, the Department of Muslim Religious and Cultural Affairs (DMRCA), in collaboration with the National Relief Coordination Committee (NRCC), has successfully executed a comprehensive humanitarian relief operation.![]()

This initiative was implemented through the Al Markazul Islah Dahwa and Guidance Trust, a recognized social service organization registered under the Department.![]()

Educational Support: Essential clothing and bedding were provided to 500 students at Hairiyyah Ladies College to ensure their academic environment remains stable despite the disaster.![]()

Household Rehabilitation: In the Warakapola and surrounding regions, affected families received gas cookers, bedsheets, and essential apparel to assist in the restoration of their daily domestic lives.![]()

In a swift response to the challenges faced by students following recent natural disasters, a special ceremony was held today at Khairiya Girls’ College, Dematagoda, to distribute school shoe vouchers to 527 affected students.![]()

The welfare project, valued at approximately Rs. 1.6 million, was initiated by the Deputy Minister of Religious and Cultural Affairs, Hon. Muneer Mulaffer. The program was made possible through the complete financial sponsorship of Alhaj Peerkannu Rizvi, Chairman of the Wellawatte Jumma Mosque, and its Board of Trustees.![]()

Special Dua prayer events were organized across all major Juma Mosques in the country on Tuesday, 09 December 2025, to commemorate those who lost their lives and were affected by the recent natural disaster. These observances were conducted under the guidance of the Ministry of Buddhasasana, Religious and Cultural Affairs.![]()

Significant gatherings were reported from the districts of Ampara, Batticaloa, Trincomalee, Polonnaruwa, Hambantota, Matara, Gampaha, Kandy, Anuradhapura, Badulla, Kalutara, Kurunegala, Mannar, Mullaitivu, and Jaffna. A large number of political representatives, District Secretaries, Divisional Secretaries, Municipal and District Council Chairpersons, officials of the Department of Muslim Religious and Cultural Affairs, mosque Trustees, representatives of the Jamiatul Ulama, and members of the public participated in these solemn prayer sessions.![]()

At the request of the Ministry of Buddhasasana, Religious and Cultural Affairs, an Islamic religious observance was held on Tuesday, 09 December 2025, at the Wellawatte Jumma Mosque under the chairmanship of Mr. M. S. M. Nawas, Director of the Department of Muslim Religious and Cultural Affairs.![]()

The Hon. Munir Mulaffar, Deputy Minister of Religious and Cultural Affairs, attended the event as the Chief Guest, while the Hon. Dr. Rizvi Salih, Deputy Speaker of Parliament, graced the occasion as the Special Guest.![]()

The event was further attended by the Additional Secretary (Religious Affairs) of the Ministry of Buddhasasana, Religious and Cultural Affairs, Chief Financial Officer, Senior Assistant Secretary, the President and members of the All Ceylon Jamiyathul Ulama, the President and members of the Waqf Board, members of Tablighi Markaz,Department officers, representatives of the Colombo District Masjid Federation, trustees of Colombo District mosques, government officials, representatives of social service organizations, Trustees of the Wellawatte Jumma Mosque, students of the Wellawatte Quran Madrasa, Jamaat members, and many others.![]()

Special prayers (Dua) were offered for those who lost their lives and those who were injured in the recent natural disaster, as well as for the peace, prosperity, and development of the motherland. The program also featured special religious addresses delivered by eminent scholars.![]()

It is noteworthy that the President of the Wellawatte Jumma Mosque, Al-Haj Peerkannu Rizvi, together with the Council of Trustees and the believers’ committee, had made exemplary arrangements to organize this significant religious event.

Our country is currently experiencing the impact of Cyclone Ditwah, which has now reached the official warning stage. The Department of Meteorology has strongly advised all citizens to remain indoors and avoid unnecessary travel for their safety.![]()

In such circumstances, our noble religion places utmost importance on the protection of human life. Therefore, in areas affected by strong winds, heavy rainfall, and flooding, the devotees are advised to perform Zuhar Salaath at home in place of Jummah.![]()

The Wakfs Board of Sri Lanka, with the guidance of the Fatwa Committee of the All Ceylon Jamiyathul Ulama (ACJU), has directed all Trustees of Jummah Mosques to make an immediate announcement through their loudspeakers, informing the devotees to:![]()

- Perform the Zuhr prayer individually,![]()
- Engage in sincere Dua for protection.![]()

இதில்இ ஹஜ் உம்ரா குழு உறுப்பினர் வை.எல்.எம். நவவி,முஸ்லிம் சமய பண்பாட்டலுவல்கள் திணைக்கள பணிப்பாளர் எம் எஸ் எம் நவாஸ், பிரதிப் பணிப்பாளர் எம்.ஐ.பிர்னாஸ்,உதவிப் பணிப்பாளர் என் நிலோபர், கணக்காளர் எஸ்.எல்.எம்.நிப்ராஸ் ஆகியோர் வளவாளர்களாகவும்,ஹஜ் பிரிவை சேர்ந்த உத்தியோகத்தர்களான கே.ஏ.சப்ரி, ஏ.எச்.எஸ்.மொஹம்மட்,எம்.ஐ.கியாஸ் மற்றும் புத்தளம், அநுராதபுரம், குருநாகல், கண்டி,மாத்தளை மற்றும் கேகாலை மாவட்டங்களை சேர்ந்த கள உத்தியோகத்தர்களும் கலந்து கொண்டனர். அத்துடன் இதில் அதிகளவிலான யாத்திரிகர்கள் கலந்து கொண்டிருந்ததும் குறிப்பிடத்தக்கது.![]()
இக் கருத்தரங்கில் 2026 ஆம் ஆண்டு ஹஜ் செல்லவுள்ள யாத்திரிகர்களுக்கு ஹஜ் கடமைகளை முறையாக நிறைவேற்றுவதற்கான வழிகாட்டுதல்கள் வழங்கப்பட்டதுடன், சவூதி அரேபியாவில் பின்பற்ற வேண்டிய விதிமுறைகள், மருத்துவ ஆலோசனைகள் மற்றும் பயணத்துடன் தொடர்புடைய தேவையான அறிவுரைகளும் வழங்கப்பட்டன.

இந் நிகழ்வில் பிரதம அதிதியாக மத விவகாரங்கள் மற்றும் கலாச்சார கௌரவ பிரதி அமைச்சர் முனீர் முலாபர் கலந்து கொண்டு சிறப்பித்ததுடன், மத விவகாரங்கள் மற்றும் கலாச்சார கௌரவ பிரதி அமைச்சர் M.M. முனீர் முலப்பர் அவர்களின் ஒருங்கிணைப்புச் செயலாளர் அல்ஹாஜ் L.I.A.M. சாஜஹான் அவர்களும் கலந்து கொண்டு சிறப்பித்தார்.![]()

இந்த கருத்தரங்கில் பள்ளிவாசல் நம்பிக்கையாளர்களின் பொறுப்புகள் மற்றும் கடமைகள், பள்ளிவாசல் எவ்வாறு ஒரு சமூக மையமாக செயற்படுவது, இலங்கை வக்பு சபை, இலங்கை வக்பு நியாய சபை மற்றும் முஸ்லிம் தரும நம்பிக்கை பொறுப்புகள் (Trust) ஆகியன தொடர்பில் நம்பிக்கையாளர்களுக்கு தெளிவூட்டப்பட்டன.![]()

முஸ்லிம் சமய பண்பாட்டு அலுவல்கள் திணைக்களத்தின் அறிமுகமும் அதன் சேவைகள் தொடர்பான தொடக்க உரையை திணைக்களத்தின் உதவிப் பணிப்பாளர் M.S. அலா அஹ்மத் வழங்கியதுடன் மஸ்ஜித் நம்பிக்கையாளர்களின் கடமைகள் மற்றும் பொறுப்புகள் தொடர்பான தெளிவுரையை வழங்கினார், வக்பு பிரிவின் அதிகாரி அஷ் ஷேக் M.I. முனீர், வக்பு நியாய சபை பதில் செயலாளர் M.N.M. ரோஸன், ஆகியோர் கலந்து கொண்டு தெளிவுரைகளை வழங்கினார்கள். மேலும் இந்த கருத்தரங்கினை வக்பு பிரிவு அதிகாரி M.I. மிஸார் தொகுத்து வழங்கினார்![]()

The Department of Muslim Religious and Cultural Affairs, under the guidance of its Director, Mr. M.S.M. Nawas, successfully organized a Masjid Trustees Training Program in the Gampaha District. The sessions were conducted at Aminiya Jumma Mosque, Thihariya, and Mabola Jumma Mosque, Mabola, on 15.11.2025 and 16.11.2025 respectively.![]()

The event was graced by the Chief Guest, Hon. Deputy Minister of Religious Affairs and Culture, Mr. M.M. Munir Mulapar, and the Coordinating Secretary to the Hon. Deputy Minister of Religious Affairs and Culture, Alhaj L.I.A.M. Sajahan.![]()

The introductory session on the Department and its services was conducted by Deputy Director, Mr. M.S. Ala Ahmed, who also explained the duties and responsibilities of Masjid Trustees. Wakf Division Officer, Ash-Sheikh M.I. Munir, and Acting Secretary of the Wakf Tribunal, Mr. M.N.M. Rosan, served as resource persons and provided detailed explanations. The seminar was facilitated by Wakf Division Officer, Mr. M.I. Misar.![]()

The Department of Muslim Religious & Cultural Affairs and the Hajj Committee wish to inform all registered pilgrims to open a Hajj Account with Amana Bank and deposit Rs. 750,000 on or before 10th November 2025.![]()

So far, 4,400 pilgrims have registered, 3,600 have been confirmed with the Department, and 1,425 have already opened accounts with Amana Bank.![]()

Please note that only the first 3,500 account holders will be considered for Hajj 2026, regardless of registration number.![]()

Masjid Trustees Training Program in Trincomalee District Organized by the Department of Muslim Religious and Cultural Affairs![]()

Under the guidance of Mr. M.S.M. Nawas, Director of the Department of Muslim Religious and Cultural Affairs,special Masjid trustees training programme in the Trincomalee District was successfully conducted. The program, organized by the Department, was held in the areas of Kinniya, Muttur, and Trincomalee on the 8th and 9th of August 2025.![]()

The workshop brought together over 600 trustees representing approximately 300 mosques from across the district. Participants benefited from a series of informative sessions focusing on the roles and responsibilities of mosque trustees, the function of mosques as community centers, as well as insights into the operations of the Sri Lanka Wakfs Board, the Sri Lanka Wakfs Tribunal, and the duties of Islamic charitable trusts.![]()

A one-day workshop for masjid trustees, organized by the Department of Muslim Religious and Cultural Affairs under the guidance of its Director, M.S.M. Nawas, was successfully held on Sunday, 09.02.2025, at Zahira National School, Hambantota.![]()

More than 100 trustees from 32 masjids participated and benefited from the session.![]()

The seminar focused on key topics such as the responsibilities and duties of masjid trustees, the role of masjid as community centers, the Sri Lanka Wakfs Board, the Sri Lanka Wakfs Tribunal, and the responsibilities of Muslim Charitable Trusts.![]()

The introductory session on the Department of Muslim Religious and Cultural Affairs and its services was conducted by Deputy Director M.I. Firnas. One-Day Workshop for Mosque Trustees in Monaragala District![]()

The Department of Muslim Religious and Cultural Affairs, in collaboration with Monaragala Jamiatul Ulama, successfully conducted a one-day workshop for mosque trustees in Monaragala District. The event was held on Saturday, February 8, 2025, at the Hapinass Cultural Hall, Bakinikahawela, under the guidance of the Director of the Department, Mr. M.S.M. Nawas.![]()

The workshop was attended by over 100 trustees representing 32 mosques, providing them with valuable insights into their roles and responsibilities. Key topics covered included the duties of mosque trustees, the role of mosques as community centers, the functions of the Sri Lanka Wakfs Board and Wakfs Tribunal, and the responsibilities related to Muslim Charitable Trusts.![]()

The session commenced with an introductory speech on the Department of Muslim Religious and Cultural Affairs and its services, delivered by the Deputy Director, Mr. M.I. Firnas. Expert insights were further provided by Assistant Director Mr. M.S. Ala Ahmed, Wakfs Division Officer Ash-Sheikh M.I. Munir, and Acting Secretary of the Wakfs Tribunal Mr. M.N.M. Roshan. The workshop was moderated by Wakfs Division Officer-in-Charge, Mr. A.S.M. Javeed.![]()

An awareness program on mosque sanitation management was conducted for mosque trustees with the support of Social Roots Sri Lanka. The program was organized by the Department of Muslim Religious and Cultural Affairs on the 22.01.2025 via a Zoom meeting.![]()

As the first phase, over 100 trustees from mosques in the Ampara District participated in this program.![]()

The session was conducted under the guidance of the Director of the Department of Muslim Religious and Cultural Affairs, Mr. M.S.M. Nawas, with the contributions of Assistant Director Mr. M.S. Ala Ahmad, Wakfs Section Head Mr. A.S.M. Javid, Ampara District Officer Moulavi Subaideen, and other Divisionala incharge officers of DMRCA. The program was coordinated by Mr. M.I.M. The awareness workshop was divided into two main topics: the medical and health importance of sanitation management, and maintaining cleanliness from a religious perspective.![]()

Dr. Sanoos Kariyappar, the Medical Officer in Charge of Sainthamaruthu Hospital, provided guidance on the medical and health aspects of sanitation management, while Senior Lecturer Dr. M.R.M. Rizvi (Majidi) from the Faculty of Islamic Studies, Eastern University, delivered insights on cleanliness as prescribed in Islam.![]()

The keynote address was delivered by the Chairman of Social Roots Sri Lanka, Mr. M.I.M. Rizwan, while the Assistant Director, Mr. Ala Ahmad, spoke on behalf of the department.![]()
